:: Price decree amendment proposes to reduce component G

On September 14, 2021, a draft amendment of the Network Industries Regulatory Office (ÚRSO) was submitted to the Joint Ministerial Comment on the drafting of Decree No. Group 18/2017, which regulates price regulation in the electricity industry (hereinafter referred to asprice decree“).

In amending the price decree, ÚRSO primarily proposes reducing the amount of access payments (so-called G-components) to producers connected to the RDS, from 30% of the maximum reserved capacity agreed in the contract for connecting electricity generation facilities up to 10%. This could reduce G component payments by two-thirds to manufacturers, which could save tens of millions annually for all manufacturers in one year.

Moreover, the amendment of the price decree proposes (among other things) to amend the provisions regarding the use of the reserved capacities by electricity customers for electricity distribution, while the amendment of the price decree provides for the introduction of new rates of consumption points with charging stations for electric vehicles as well as smart meters.

For electricity customers, according to the draft amendment, it is planned to allow flexibility in ordering the reserved capacity from a regional distributor, as it is calculated with the possibility of combining the monthly reserved capacity, the three-month reserved capacity and 12 – the capacity reserved for a given month for a given calendar year.

The interdepartmental comment began on September 14, 2021, and the evaluation of the interdepartmental comment is currently underway. The price decree amendment (according to the proposal) is scheduled to enter into force on November 1, 2021.

:: “Slovakia Energy” has asked the Russian human resource services company to cancel the work permit in the electricity and gas industries

ÚRSO announced on its website that on September 30, 2021 it received from one of the largest alternative suppliers of electricity and gas in Slovakia – Energy Slovakia, an application to cancel a commercial license in the electricity sector, in the scope of business: electricity supply and cancellation of a commercial license in the gas industry, in the scope of business: supply Gas.

As Slovakia Energy stated on its website, the contracts for the joint supply of electricity and the contracts for the joint supply of natural gas, which it has concluded, will expire on October 31, 2021 at the latest.

Electricity and gas will be provided to energy customers of Slovakia by the so-called supplier of last resort after termination of its activities, for a maximum period of three months.

:: SIEA will distribute 44 million in new call EUR for the renovation of public buildings

The Slovak Innovation and Energy Agency (SIEA) has announced a call focused on reducing energy intensity in public buildings, where it will redistribute $44 million. euro.

This call is for municipalities, cities and higher territorial units, as well as the state administration and public institutions.

The primary objective of the subsidy is to increase the energy efficiency of buildings beyond minimum applicable requirements, while the use of renewable energy sources is also possible. Renovated buildings must be approved by the end of 2023.

The date of the first evaluation round is 29.10.2021, and the next round closes on 30.11.2021.

:: OKTE has published information about changes to the domain protocol

On October 6, 2021, the Short Term Electricity Market Regulator (OKTE) posted on its website a notice regarding the domain protocol update.

According to OKTE, the changes are about (I) Issuance and transfer of guarantees of origin of electricity resulting from high-efficiency cogeneration (Secondly) Complete the information for the auction of collaterals of origin and finally (Third) The section on publishing statistical data on the OKTE website must also have undergone a change.
